Village Board meetings are held on the second Monday of each month in the Village Meeting Room at the PCC at 7:00 PM.

VILLAGE BOARD MEETINGS: Meetings are held on the second Monday of each month at the Phelps Community Center , Meeting Room; 8 Banta St. and convene at 7:00 p.m. These are open meetings and may be attended by anyone. Please attend and see what is happening in the Village.
ATTENTION DELINQUENT WATER USERS!! Delinquent accounts are turned over to the County each April to be included on your subsequent Village Tax Bill. These amounts are not taxes and cannot be claimed as such on your personal income taxes.
WATER BILLS ARE SENT OUT QUARTERLY
January, April, July, and October 1st – Payable by the 20th.
SEWER BILLS ARE SENT OUT QUARTERLY
February, May, August, November 1st – Payable by the 20th.
THE VILLAGE IS NOT RESPONSIBLE FOR NON-DELIVERY OF THE MAIL!! If you do not receive a bill please contact the Village Office and we will send out another.
WATER AND SEWER BILLS are sent to the property owner of record, including any final readings. There is a $15.00 charge for water readings requested at times other than the regular quarterly billing times. A Charge of $30.00 is added if the water is turned off for ANY reason. These charges are in addition to any water charge due, including penalty, if applicable.
PLEASE MAKE A COMPARISON of your inside water meter and your outside reader periodically. By doing this you could avoid getting a high bill. Please call the office at 548-3861, if you find that the two readings are not close
DO YOU REALIZE that a leaky faucet or a leaky toilet can REALLY add to your water bill? It could cost you less to have it repaired than the amount added to your water bill if it is ignored.
OUTDOOR FIRES: Outdoor fires are prohibited by the Village Code except a barbecue fire or a fire for cooking of food and only then if in a fireplace or other fireproof container or barbecue pit and shall not be located near or adjacent to any inflammable material or structure so as to cause a fire hazard.
PHELPS TRANSFER STATION: The Village/Town Transfer Station is open Wednesdays from noon to 7 p.m. and Saturday from 8 am to 4:30 p.m. for your convenience. RECYCLABLES are accepted free of charge. Brush may be taken to the Transfer Station at NO cost. Transfer Station cards are available at the Village Clerk’s office during normal business hours. You may add to your card balance in person at the Clerk’s office or by mail, cash or check please.
THE VILLAGE OFFICE has installed a Drop Box to better serve the Residents of Phelps. Payments received on the 20th of the month will still need to be at the Office by 4:30 p.m. at the close of business to avoid the 10% penalty.
IT IS TIME TO BEGIN THINKING ABOUT WINTER AND SNOW. There is NO PARKING on Village Streets from 12 midnight to 6 am ALL days from November 1 to March 31 of each year. This allows the streets to be cleared by the Village DPW. Please cooperate with this request. VIOLATORS will be PROSECUTED.
THE VILLAGE OFFICE WILL BE CLOSED for holidays on Monday, February 15; (Memorial Day) Monday, May 31; (Independence Day) Monday, July 5; (Memorial Day) Monday, September 6; Thursday, November 11; (Thanksgiving) Friday, November 26; (Christmas) Friday, December 24 and (New Years) Friday, December 31. Our regular hours are 8 am to 4:30 p.m. Monday through Friday.
FALL LEAF PICKUP is scheduled from October 19th through November 25th. Please have leaves in containers small enough for one person to handle at the curb, in an open area, before starting time to insure pickup that day. Watch The Merchandiser for more details. This is for leaf pick-up, not brush.
CHRISTMAS TREES will be picked up at curbside by the Department of Public Works. Pick-up will end January 14th, have your tree at the curb prior to that time to insure pick-up. Watch for future ads in The Merchandiser for exact dates and times. Trees may be taken to the Transfer Station free of charge. There is a limit of ONE TREE per residence.
IT IS AGAINST THE LAW to snow blow, snow plow or shovel the snow from your property or driveway into the public street. ALSO, no owner or occupant of a building or structure adjacent to a street shall allow snow, water, or ice to accumulate on such building or structure so that it may fall on any street or sidewalk. Please take note of these requirements during the coming winter season. Your cooperation will be appreciated.
YOU ARE REQUESTED to keep the fire hydrants in your neighborhood clear of snow, for your safety and that of your neighbor should there be a fire.
