Village Board Members

Mayor Jim Cheney

jcheneyJim Cheney is an active member of our community. He has served as Mayor since 2000 and also co-owns Phelps Mercantile, Inc. In addition, he runs a public accounting practice, serves on the Board of Directors for Ontario National Bank and is the co-founder of the Community Action Plan for Phelps (CAPP). He is an active member of the St. Felix / St. Francis Parish Cluster, a regular volunteer at the Phelps Community Center, and a former Phelps Library Trustee/Treasurer. Jim graduated from Midlakes and went on to earn a Bachelors degree in accounting from RIT. He began his career in public accounting and served as a Controller in private industry for 11 years prior to starting his own firm. He has been a NYS Licensed CPA for 20 years. Jim and his wife, Dawn, have four children: Michael, Bethany, Alyssa and Paige.

 

 

Trustee Howard Hughson

howard_hughsonHoward has been a trustee since 1995, and was Deputy Mayor 2003/2004. He is currently employed at the Geneva General Hospital in the Cardiology Department. Howard is also a Retired NYS Police Communications Specialist of 36 Years. Howard is a Phelps Central School alumni, and has been a member of the Phelps Fire Dept. Since 1970, is also active in the Phelps Community Historical Society and United Church of Phelps. Howard and his wife Sylvia enjoy visiting their daughter and son in law in NYC and attending productions at the Rochester Auditorium Theatre.

 

 

 

Trustee Joe Debrock

Joe DeBrock has lived in the village of Phelps for 28 years with his wife Carol. They have raised two children, son Joseph, Jr and daughter Margaret. Joe works at Phelps Cement Products as a dispatcher. He enjoys golfing, working on small engines or anything he can do outdoors. He has been a trustee since 1998.

 

 

 

 

Trustee Brian Hemminger

brian_hemmingerBrian Hemminger is a life-long resident of Phelps. He was elected as a Village Trustee in March of 2000 and re-elected in 2004. Brian was appointed as Deputy Mayor in May of 2005. Currently serving as Fire Commissioner, Brian has also headed up the Youth, Park & Recreation and Water, Sewer & Street committees. He coordinated the Downtown Street Lighting Project and the new DPW Building Project. A 1984 graduate of Midlakes, Brian has worked in the Engineering / Surveying field for over 20 years. He has been employed by Clark Surveyors since March of 2002. Brian is an active member of the United Church of Phelps, a weekly volunteer at the Phelps Community Center, and a member at large for the Midlakes Girls ASA Softball. Brian enjoys camping, fishing and spending quality time with his wife, Sheila, and their two children, Samantha and Zachary.

 

Trustee/Commissioner of Youth Parks & Recreation Greg DeRuyter

GregDeRuyterGreg has his Bachelors in IT from RIT. He has lived in the village of Phelps with his wife and daughter since 2004 but has lived in the town of Phelps since 1981. Greg has and is currently working for Finger Lakes Technologies Group for the past 6 years. He joined the office 2008. He is an active member St. Felix / St. Francis Parish Cluster.
