PUBLIC WORKS
Streets: It is shaping up to be a very busy spring season for our public works department. You may have already noticed that Ontario Street and Park Street have been ground out. They will be re-paved (weather permitting) the first week in May. We may also be doing some sealing of other streets that were paved in the past couple of years, as well as re-building Miller Avenue.
The Village Board has made the decision that we need to get back on our planned projects in street maintenance. Because of the uncertainty of the economy over the past couple of years, we had held off some projects. Some of the efficiency programs we have undertaken are paying off, freeing up funds for infrastructure projects without dramatic increases in taxes, even though our state aid has been cut or frozen.
Plow Damage: With the long, hard winter, several residents found this spring when the snow melted that our plows (street and sidewalk) had left some debris and/or done some damage to their yards. We know it’s not a pleasant thing to hear, but the crew will not be coming out to fix those spots. Unfortunately, they are a normal part of winter and we ask that the property owners help out by fixing those spots.
Spring Cleanup: If it ever stops raining, the crew will also be out during May picking up leaves, grass clippings, small branches, etc. that you can place at the edge of your street. Your cooperation with the guidelines outlined in the Merchandiser and available at the Clerk’s office is appreciated.

STAFF CHANGES
Recently, we have had several staff changes. Kyle Tiffany, a DPW employee for 5 years, moved to the Town’s highway crew after a retirement there. Thank you to Kyle for his years of service to the Village and best of luck with the town crew. We are still looking for a replacement for Kyle.
As mentioned previously, our code enforcement position has been vacant for a few months. Thank you again to the Town for allowing their code enforcement officers to assist us during that time. We have hired Jim Murphy to fill that position. Jim was the code enforcement officer for the Village of Lyons for a number of years and we’re happy to have him on board. You’ll find he is a very helpful person and understands we are here to serve. Because this is a part-time position, his office hours vary. He can be reached at 548-8542 or if you have questions on his schedule, please contact the Village Clerk’s office at 548-3861.
Dave Nieskes, our Village Clerk of 13 years, has announced that he will be retiring at the end of my current term in early 2012. It is the board’s intent to promote current Deputy Clerk, Jill Seifert, to that position. Therefore, we needed a replacement for Jill. We are pleased to have found Melissa Westfall for that. Melissa graduated from Keuka College and had been working for Nichols Financial Services. We know you’ll find her to be very pleasant to work with.

YOUTH, PARK & RECREATION
The William Street Park Committee has a recommendation prepared that they will be presenting to the Village Board at our meeting on May 9. Based on their plan, the park will be mostly open green space with a few picnic tables, benches and strategically placed lighting to allow people to enjoy the tranquility by the side of the water. You are welcome to review the plan by contacting the Clerk’s office.

PROPERTY MAINTENANCE
While we understand the economy has people nervous, we want to remind residents that it costs very little to clean up around your property. If you’re like many of us, you’ll be saving some money this year by staying closer to home. Take the opportunity to do a little extra sprucing up and make your property something to be proud of. Our crew does a great job of making the public areas look terrific. Help out by doing your part.
PLEASE HELP KEEP OUR VILLAGE CLEAN, BEAUTIFUL & HEALTHY
Remember – In Phelps, we have opportunities, not obstacles. We will be whatever we choose to be.
Thank you for continuing to share your thoughts, ideas and talents with our community. Please feel free to contact any Village Board member regarding issues you feel are important, including me at 548-8017 or Email: mayor@phelpsny.com.
