Chairman
Springer informed everyone in attendance that the Phelps Town Planning Board
had no problems
with the proposal the Village Board Planning Board had done. Angela said she had revised the appendix and she also
handed out a pamphlet with population information.Chairman Springer asked if both boards were
ready to go forward and it was agreed by both boards that it was time and to
continue with plan. It was agreed that
the plan needs to be reviewed periodically by both boards and to have joint
meetings. Angela handed out a tentative
schedule for the Angela indicated that there was a SEQR done by Trustee
Hemminger of the Village back in September, 2005, and declared in a Type II
action in error. It should be a Type I
action. Also back in September, 2005,
the Village Board declared themselves the Lead Agency in this process.
Angela informed the members
present that she has prepared the document to go before the
Ontario County
Planning Board. The committee members
present agreed to send it to the Ontario County Planning Board for their
review.
Lead Agency: Discussion followed and it was agreed by both
boards present and Mayor Cheney and Town Supervisor Teed that the Village will
be the Lead Agency and that SEQR will have to be done again as a Type I action. This information will be given to the Village
and Town Boards at their next meetings.
Angela then discussed the Route
318/Route96 corridor management plan study and the Route 14 Corridor Management
Plan and Transportation Study..

Public Hearing Opened:
Angela presented a power point
program to explain what the plan is, how it was formed, and the next steps
involved in the plan. Liz Baroody from Geneva asked about the
time frame. Angela informed her that it
will be a continuous plan and there will have to be priorities set. Lisa Maslyn asked if there was anything in
this plan dealing with emergency planning.
Angela informed her there is a Hazard Mitigation plan that the Village
and Town worked on and that plan is being reviewed by the State and Federal
government at this time.
7:27 PM Public Hearing closed.
Motion
by Ron Allen, 2nd by Dan Hurdle and agreed by board members present
to forward the draft
of the Town & Village Comprehensive Plan to their respective boards. Town
Supervisor Teed thanked both boards, and Angela, for their time and effort.

meeting.
