2023 Annual Village Water Quality Report

It is NOT YET Spring Cleanup Time!
The Department of Public Works will be picking up leaves, grass clippings and small twigs and branches Wednesday, April 24 thru Wednesday, May 22.&nbsp; Please understand that the crew is busy and will try to cover the Village at least once per week, it will depend on their schedule as to when they complete the cleanup.&nbsp; Please cooperate with the crew and follow these guidelines:
&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Pile bags in an OPEN AREA between the sidewalk and street, where we can get the loader.
&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; DO NOT pile bags around trees, utility poles, fire hydrants, mailboxes, etc.
&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Debris should be placed in piles (ie: sticks, etc.) or bags (leaves) only.
&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; We will not pick up trash or complete tree removals.
Please do not place your materials curbside until the above referenced dates.&nbsp; You can take your own materials to the Transfer Station on Wednesday&rsquo;s noon to 7 pm and Saturday&rsquo;s 8 am to 4:30 pm.&nbsp; Thank you.&nbsp;

HELP WANTED
The Village of Phelps is accepting applications for a part-time Transfer Station Operator.&nbsp; Hours are Wednesdays from noon to 7:00 p.m. and Saturdays from 8:00 a.m. to 4:30 p.m.; this position is a job share working one week on, one week off, with flexibility.&nbsp; Minimal computer skills are required.

Village Board meetings are held on the second Monday of each month in the Village Meeting Room at the Phelps Community Center at 5:00 PM. These meetings are open to the public. Please attend and learn how you can contribute to the growth of Phelps.

Mayor Brian Hemminger is a life-long resident of the Village of Phelps. He was elected as a Village Trustee in 2000 and appointed as Deputy Mayor from 2005 till 2016 when he was elected as Village Mayor. He served on most Village committees over his 16 year run as Trustee. He coordinated the Downtown Street Lighting Project, the DPW Building Project and proud to be involved in the Phelps Community Center purchase and development into a focal point of our community.&nbsp; A 1984 graduate of Midlakes, Brian has worked in the Engineering / Surveying field for over 30 years. He has been employed by Clark Surveyors since March of 2002. Brian is an active member of the United Church of Phelps, sitting on many committees and teaching Sunday School.&nbsp; He enjoys camping, fishing and spending quality time with his wife, Sheila, their two children, Samantha and Zachary and new grandbaby.

<h2>Trustees</h2>
Howard Hughson has been a trustee since 1995, and serves as the Village&rsquo;s Deputy Mayor.&nbsp; Howard is a Retired NYS Police Communications Specialist of 36 Years and served in the U.S. Air Force from 1966-1970. Howard is a Phelps Central School alumni, and has been a member of the Phelps Fire Dept. since 1970.&nbsp; Howard and his wife Sylvia enjoy visiting their daughter in NYC and collecting antiques.

Joe DeBrock has lived in the village of Phelps for 38 years with his wife Carol. They have raised three children, Christina, Joseph, Jr and Margaret. Joe works at Phelps Cement Products as a dispatcher. He enjoys golfing, working on small engines or anything he can do outdoors. He has been a trustee since 1998.

Bette (B.J.) Hicks was elected as a Trustee in 2016. She retired from the Phelps-Clifton Springs School District as District Clerk in October 2016.&nbsp; B.J. graduated from Midlakes in 1972 and went on to earn a degree in Recreation Leadership from Monroe Community College.&nbsp; B.J. is an active member of the Phelps American Legion Auxiliary. She is married to Jack and has adult twins. B.J. enjoys spending time with her four grandchildren, cross country skiing, gardening, and playing golf.

Michael Cheney&nbsp;has been a resident of the&nbsp;Village of Phelps for his entire life. He and his wife, Stephanie, bought a house in the village in 2013&nbsp;and have one daughter, Joy and two sons, Jesse and Jamie. Michael graduated from Midlakes in 2007 and obtained his Bachelors of Science degree in Mechanical Engineering in 2012. Michael volunteers with the Midlakes High School Theatre Experience Program and Phelps &ndash; Clifton Springs Community Theatre;&nbsp;building sets and teaching students to run the light and sound boards. In his spare time, he enjoys spending time with his family, woodworking, restoring and renovating his house, and playing guitar.&nbsp; He is also a member of the Phelps Fire Department and a volunteer EMT for Phelps Ambulance.&nbsp; Michael has been a trustee since 2016.

Water Side Wine Bar offers a great selection of wine and beers, an eclectic limited menu for dinner and you can enjoy all while relaxing on the patio overlooking the majestic&nbsp;<a href="http://falzguy.com/flint-creek-falls.html">Flint Creek Falls</a>.
For casual dining there are several restaurants in the village. Also enjoy an ice cream from one of the three places in town.

A large variety of programs,&nbsp; exhibits and special events&nbsp; are offered throughout the year.
<h3>Family parks to enjoy</h3>
Redfield Park, located on Church Street, is a community park with a gazebo, concession building, a baseball field and playground where outdoor summer concerts are held. The Methodist Memorial Park on Main Street is a great spot for a picnic under its majestic trees. The Phelps Community Center also hosts a full playground &amp; sports fields. The Crooked Bridge Park, Phelps newest park, is located on Williams Street. Here you can splash in the creek or picnic. All of the village parks have bag containers to help you clean up after your dog.

Phelps Office Complex, 8 Banta Street &bull; (315) 548-8484 The Phelps Community Center is in the heart of the village. It offers a variety of programs and activities for children of all ages.&nbsp; A gym, sports fields and a computer lab are available for use by residents of Phelps.
A number of small businesses and organizations are also in the Phelps Office Complex, including the Phelps Village Office, the Phelps Community Memorial Library, Ontario ARC and the &nbsp;Child Advocacy Center of the Finger Lakes.
<h3><a href="https://ontariopathways.org/" target="_blank" rel="noopener">Ontario Pathways</a></h3>
On Route 96, Ontario Pathways is a great hiking and biking trail that connects Phelps to Canandaigua. This trail is free to the public and open year round. Enjoy the many scenic views, while taking the family out for an afternoon of exercise and fun.
<h3>Phelps Sauerkraut&nbsp;Weekend</h3>
The Phelps Sauerkraut Weekend is held every year on the first weekend in August. This four day festival celebrates our history, when Phelps was the largest producer of sauerkraut in the world. The festival includes a fabulous parade, recipe contest, rides and a free piece of sauerkraut cake for everyone!
